How can i tell if this shy guy likes me? (:?

He does stuff from watching me to making sure i see him (sometimes). Also when i pull out my phone he pulls out his phone usually...i was wondering if that means he wants my number? haha idk (: also when i was talking to a friend from across the room and the shy guy was in between our tables and i was turned so i was facing him. but he was at first listening to the conversation then he just went back to talking to his friends but he was still trying to listen and just had a big smile on his face. and when i had said something to a friend in a group of people later on i heard him say in pretty much the same tone the same thing like he was copying me... when he came to a conference he was looking around (i think for his dad) but my friends said he looked right over at me. then he had to walk out. so he knew were i was sitting. than, later when i walked back in after a break from this conference i saw him and his twin were standing by our seat section they looked like they were trying to decide to sit by us or not. when i came in though they left and he tried to not look at me. also when he was sitting at a table with his friends during break i was standing with my friends by his table during the break and my friend went over to talk and she said he glanced over at me. then a little bit later he left that table and walked by me and kinda dilly dallied so that i could see him. i had my little sister with me at the time and he saw his and got her. then he was walking with her but he was walking by me and only after i left did he go and sit down. oh and once last thing, hes 13 and im 9 months older than him so we dont get to see each other much/ talk but all this stuff happend in the last week since we saw each other 3x
