I need help deciding on a college.?

I graduated from high school this year, but I'm taking a year off to get things sorted. I am trying to decide where I want to go. My parents have about $13,000 to give me a year for tuition so I'm trying to find schools around there or at least $20,000 and under. I have a list of some schools I might apply to, but I would like some advice. The schools are SUNY Binghamton, SUNY Stony Brook, UW Madison, UM Amherst, and Cleveland State. I only discovered Cleveland State today and keep getting mixed reviews on it. It looks like an amazing campus to me. If it helps, I want a school with at least 10,000 people, on campus living, near a college town,... I would love to go to college in Machusetts, because I used to live there, but most of the schools are expensive :( I had about a 3.5 or 3.6 GPA in high school and got an 1880 on my SAT. I'm hoping scholarships might cover the difference if I find a more expensive school. HELP!
