Why do so few admitted students attend Carnegie Mellon?

I saw on their website that from the Mellon College of Science (for general non-engineering science), fewer than 16% of admitted students enrolled!! Why is this percentage so low? Of course I understand why it wouldn't be 100%, but I'd expect a higher rate than 1 out of 6.
